This report provided the first detailed glimpse of the status of the local housing market including available capacity and areas of concentrated demand. It served as a valuable tool for developers and home builders in determining strategic plans and future demand. A total demand for 2,059 housing units was forecast with that number roughly evenly split between rental and owned.

This report created an updated forecast of housing demand taking into consideration additional requirements created by the pending relocation of approximately 700 armed forces personnel and their families in 2004. Consideration was also given to new housing stock that had entered the market since the initial report was issued.
